I had the same problem, probably its your first time using unity and you created an account but have not verified the email address (you might have got a mail). Go verify your email address and try. only then unity can connect to web and get package info.

I got the same error when trying to "Open in Unity" on a new asset I downloaded from the Asset Store. Here's what resolved it for me:

Click the top right Account button, and sign out of your account. In the Package Manger window, the Sign In button will now display. Click it, and sign in to your Unity account newly. That should resolve it and make your Packages: My Assets page display again.

Hope this helps.

I restarted the operating system, returned the license and re-obtained it, and refreshed it several time.then this problem is solved.

Problem is solved until it comes back, and it comes back pretty quickly. We can't possibly restart, uninstall, log out and do all these steps every time Unity decides to block our packages. We need a permanent fix from Unity

Try turning off your firewall (temporarily). Or allowing Unity Hub to pass through.
